Training
The Beverage
Alcohol Sellers and Servers
Education and Training
(BASSET) program is
regulated by the
Illinois Liquor Control
Commission and is a
mandatory requirement in
dozens of counties and
individual municipalities in
the state of Illinois.
Charlie's is also a State
certified training
institution for those
wishing to become Certified
BASSET Instructors in the
State of Illinois.
Constructed as an alcohol
awareness program, BASSET is
customized for the alcohol
sellers and servers in the
State of Illinois. Mandated
as a six hour program, the
BASSET class is broken into
five areas of coverage:

Physical Properties of
Alcohol: Identifies
the components of
alcohol and its effects
of the human body, early
warning signs of
intoxication, fetal
alcohol syndrome,
alcohol overdosing, and
Blood Alcohol
Concentration.

Prevention and
Intervention:
Discusses techniques in
dealing with intoxicated
customers, avoiding over
serving customers,
identifying alcohol
server and seller
responsibilities, and
tips for enforcing
responsible sales and
service of alcohol.

Identification
Techniques: This
portion of the training
is handled by the
Illinois Secretary of
State Police Department
(Operation Straight ID)
and focuses exclusively
on fictitious and
fraudulent ID's,
empowering the seller or
server in the techniques
of spotting such
documents. It also
covers all laws
surrounding the sales
and service of alcohol
to patrons under the age
of 21 and the penalties
for such actions.

State Statutes, Local
Ordinances, DUI Laws:
This segment covers both
federal and state laws
surrounding alcohol
sales and services
including criminal and
civil liability. It also
details county and
municipal laws regarding
closing times, liquor
license provisions, and
penalties, fines and
procedures for
violations.

Dram Shop and Liability
Insurance: Details
the differences and
procedures in litigation
for both criminal and
civil courts. It also
discusses the Dram
Shop/Liquor Control Act
and modifications made
to it over the past
sixty years. Dram Shop
Insurance, Vicarious
Liability and Third
Party Liability are also
covered.

BASSET Instructor
Training
Approved by the Illinois Liquor Control Commission,
this twelve-hour course is a mandatory requirement for
anyone wishing to become a BASSET instructor in the state of
Illinois. It is designed for owners, managers, and senior
employees of alcohol sales establishments as well as police
agencies, municipal workers, liquor industry professionals,
and independent consultants wishing to become BASSET
Instructors. This course will teach students the art of
public speaking, setting course objectives, syllabus
creation, program design and timelines, group dynamics, and
material research. It will also thoroughly cover the five
areas of BASSET and the proper way to present your
material.. Upon completion of the program, trainers will be
qualified for (and assisted in) applying to the Illinois
Liquor Control Commission for a BASSET instructor license.
This course is ideal for businesses, municipalities, and
institutions where “in house” training would be both
advantageous financially and logistically.

limited to fifteen students.

Mobile BASSET Training
Charlie's
provides 'on site' classes for businesses wishing to train
their staff but find coordination and logistics to be a
common barrier in sending them to a public class. Our
services include coordinating a date and time of your choice
AT YOUR LOCATION, arranging outside speakers to speak at
your site, conducting testing on location and sending all
certifications to a management contact at your place of
business. We also provide ongoing public classes at our
Richmond,
IL campus for the general public. Our mobile classroom rates
are $45.00/Person with a ten person billing minimum.
